ICP Smart Services is the official online portal for the UAE Federal Authority for Identity, Citizenship, Customs and Ports Security. Residents, employers, and visitors can sort out visas, Emirates IDs, residency permits, Golden Visas and many other such services online without the need to physically visit any establishments.
The UAE has been moving fast toward digital government services. Before, residents would queue up at immigration centres for routine renewals, but now the ICP Smart Services platform lets you apply, monitor progress, answer document requests, and pull results, generally without visiting a physical office.
The thing that most often confuses people is just not knowing what exact service to choose, which portal fits their visa setup, or what the 2026 changes actually mean in real life. This guide goes through the three major service categories that matter most on the platform, along with a clean step-by-step flow for each one.
ICP Smart Services is available in two ways: through the web portal at smartservices.icp.gov.ae and the UAEICP mobile app on iOS and Android, where both options show the same services and sync data. The dashboard sorts things by who you are: citizens, residents, visitors, and the most-used actions appear upfront. The full service scope in 2026 looks like:
| Service Area | What It Handles |
| Golden Residency | 10-year visa for investors, talent, entrepreneurs |
| Blue Residency | 10-year visa for sustainability professionals |
| Public Visa Services | Tourist, visit and entry permits |
| Residency Permits | Issuance, renewal, amendment, cancellation |
| Emirates ID | New applications, renewal, replacement, status |
| Establishment Services | Employer-side work permits and staff visas |
| Fines & Payments | Outstanding penalties, overstay settlements |
One rule worth knowing before you even start: if Federal ICA or ICP issued your visa or Emirates ID, use the ICP portal. If it came from Dubai Immigration GDRFA, use the GDRFA portal. Sending your case to the wrong portal means immediate rejection.
Golden Residency is ICP’s main long-term visa, granting you 10 years of UAE residency that is renewable and does not require a sponsor. Some qualifying routes available through ICP are:
Golden Visa holders can sponsor spouses even if their employment status is not the same as usual. You can sponsor children too, with no age limit, unlike standard residency categories, and parents without minimum salary requirements. Household staff can also be included as needed, and ICP links family members automatically under the same file.

Blue Residency came in during 2025, and then it fully integrated into ICP Smart Services in 2026. It’s aimed at professionals in environmental sciences, renewable energy, climate research, and sustainability.
The visa is a 10-year renewable residency, and it allows family sponsorship. Applicants must have relevant qualifications, and they need to work for UAE-based organisations that support sustainability goals.
Compared to Golden Residency, Blue Residency is not linked to investment. The idea is to support qualified professionals whose work matches the UAE environmental commitments under the National Climate Change Plan and the UAE Net Zero 2050 strategy.

Public visa services handle short-term entry for tourists, family visitors, and also people finishing work or residency procedures from outside the UAE. ICP issues entry permits for tourism, visits, and medical treatment, as well as for completing work residency or family residency procedures. The main visa types under this category are:

ICP handles the digital side of residence permits. Sponsors like employers, investors, or family members can submit applications for new residence visas and renewals through the portal, and the whole process is connected right to the Emirates ID application at the same time.

The Emirates ID is legally required for banking, telecom, utilities, and government work. Through ICP, residents can apply for a new card, renew an expiring one, or replace it if it’s lost or damaged. Card status can be checked using the application number (PRAN) or the Emirates ID number.

For UAE businesses, ICP Establishment Services covers applying for and renewing establishment cards, changing registered business data, and handling wider employee immigration: work permits, entry permits, residency visas, renewals, cancellations, and status changes.
Keeping the establishment card updated matters because these details are tied to company visa services, employee sponsorship records, and basically every future immigration transaction. If anything is outdated, you can experience delays in employee visa processing.

Users can review penalty details, including overstay fines calculated per day beyond visa validity, Emirates ID fines for delayed renewals, and residency fines for different violations.
Payments are made instantly through the portal, and clearance certificates are generated automatically once payment is confirmed. Overstay fines are standardised at ~AED 50 per day in 2026, and Emirates ID late renewal fines are ~AED 20 per day after the grace period.

A few updates started this year, and they matter for how things work in practice.
ICP Smart Services is smooth when everything lines up. Correct portal, correct category, correct documents. But when it doesn’t, applications stall for weeks. Arnifi handles ICP filings for business owners, investors, and their teams.
Be it Golden Visa submissions, work permit applications, Emirates ID renewals, or visa status changes. If you’re setting up a UAE entity and need residency aligned with the licence, or you’re fixing an existing file, our team manages the process from start to finish.
Q1. What are ICP Smart Services?
It is the UAE’s federal digital portal for visas, Emirates ID, Golden Residency, and immigration services.
Q2. Is ICP Smart Services the same as ICA Smart Services?
Yes. ICA was rebranded to ICP after a government restructuring, but the portal and services stay the same.
Q3. Does ICP Smart Services cover Dubai visas?
No. Dubai visas are handled through GDRFA, while ICP covers the other UAE emirates.
Q4. How do I log in to ICP Smart Services?
UAE Pass is now the primary login for all new accounts starting in 2026.
Q5. Can I convert a tourist visa to a residence visa through ICP?
Yes. Since December 2025, eligible applicants can change status from inside the UAE without exiting.
ICP Smart Services is basically the backbone for residency and identity management in the UAE today. Seven of the various listed service categories covered here are Golden Residency, Blue Residency, and public visa services. They each have their own workflow, document needs, and meaningful 2026 updates.
If you miss one step, you can add weeks to a timeline that didn’t need to be delayed. For founders, investors, and businesses juggling UAE residency alongside company operations, having someone manage the ICP aspect removes one of the most persistent administrative hurdles. Reach out to us at Arnifi today to have your ICP applications managed correctly from the very beginning!
