The business determines whether the planned operation qualifies as an exceptional case such as hazardous cargo transport, chemical handling, live animal movement, or non-routine vessel relocation under Dubai Ports Authority requirements.

The applicant gathers mandatory documents and drafts a detailed explanation of the request. During this stage, the payment voucher for trade license services is often used to process initial verification, where the AED 5,000 exceptional activity fee plus AED 20 additional charges appear as part of the payment workflow.

All documents are submitted through the designated portal or service channel of the Dubai Ports Authority. The authority reviews safety compliance, cargo type, vessel specifications, and operational urgency.

Depending on the activity, the application may be reviewed by environmental, customs, or maritime safety authorities. This stage ensures that the proposed ports & maritime activities in Dubai meet all technical and safety requirements.

Once cleared, the Dubai Ports Authority issues the exceptional NOC, allowing the applicant to proceed with the operation. The approval grants legal clearance to carry out the non-standard maritime activity within Dubai’s regulated zones.
